Draft Rules

PLAYER DRAFT

The BOD will set a date and time for the draft each season. The draft will be attended by all Team REPS and all Board Members.  The BOD members will run the draft.

Player Positions and Ratings:

All players will be numerically rated 1.5-5.0, with half ratings as options. This numerical rating is for sub purposes, and the position is to slot players for the Draft only.  For the forwards this will be F1-F6, and for defensemen, this will be D1-D4.    Each team will select one player from each position to fill up the team roster, which can be selected in any given round.  However, every team can only have one player at each position.

  • Reps may select one and only one player from each position.
  • Reps cannot select any player for their own position.
  • Reps cannot select other Reps.

Draft Order for First Round:

The Fall/Winter Draft order for the first round will be determined by the prior Fall/Winter season results.   The Team that wins the prior season Playoff Championship will draft last in the following draft.   In the Fall/Winter Seasons, the bottom 2 teams that did not advance into the final 8 will play a single game for the #1 seed in the following draft.  The winner of that game will select #1, and the loser of that game will select #2 in the following draft.      All other Teams will roll the dice to determine slots #3 thru #9.   The highest rolls will determine the final first round draft order.

The Spring/Summer sessions draft order will occur with the roll of a dice, with the highest roll selecting the highest draft order.

Draft Procedure:

The first round draft order is determined by the above rules.  All players including goalies will be in the main draft.  Each Team Rep can select any player at any time, but can select only one player at each position (F1-F6, D1-D4).   After each round, the total sum of the selected players’ ratings will determine the draft order for the following round.  All ties of summed ratings will be broken with a roll of the dice between tied Team Reps.  The highest roll will select first.  This will occur after each round until all skaters are selected.

NEW PLAYER RATING (PRE-SEASON)

New players wishing to join the FHL45 must attend at least one (1) of the two pre-season Rate Skates.

Typically the Rate Skate sessions occur in early September, a couple of weeks before the new season starts. This is how a new player is assigned a Rating. No new player may take the ice to be rated unless they have paid the registration fee, signed the league registration form, and has the proper protection equipment. Once a player is rated, they are either placed on the Draft List or drafted to a team, or they are put on the Substitute List to be used during the season. BOD members and Team Reps will fill out rating sheets for all new players. The rating of a player will be determined by an average of all individual ratings from the BOD and Coaches.

NEW PLAYER RATING (MID-SEASON)

Occasionally a mid-season Rating is required to rate a player. This is done ONLY with the agreement of the BOD. The Mid-Season rating can only take place for players that will be absent for (2) or more games. This does not apply for players who will only be absent for one game. The new player will take the ice for the absent player for one of the two games he will be absent. The rating of new player will be performed by the BOD and Reps. The rating of the new player will be determined by an average of all the individual ratings made by the BOD and Reps. If the BOD and Reps agree that the rating of the new player is equal to the absent players rating, the new player will be allowed to continue to sub for the remainder of the absent players games. If the BOD and Reps do not agree that the rating of the new player is equal to the absent players rating, the new player will not be allowed to skate for the remainder of the absent players games. The Vice-President will have to find a different replacement for the absent player for the remainder of his games.

PLAYER TRADES

At the completion of the regular draft, thirty (30) minutes will be allocated in which time Team Coaches may conduct trades. All trades are based on the rating at which the players were picked. You can only trade players within a rating. Multiple player trades are allowed as long as the above player rating rule is followed. All trades will be screened by the BOD for fairness and accuracy.
